We have lived in the Netherlands all our lives in apartment buildings.
Thirty years ago, the Dutch government decided that all apartments in a building must have their own water meter.
After the water meters were installed, the people used 30% less water.
We live now in an apartment building in South Africa, and the water is included in the levy.
I’ll think this will be a good idea for South Africa as well, as every apartment got his own water meter.
